1 (13.5 ounce) can coconut milk

1 cup quinoa, rinsed

½ cup half-and-half, or more as needed

2 tablespoons tomato paste

2 tablespoons lemongrass paste (such as Gourmet Garden™)

2 teaspoons red curry paste

1 ½ teaspoons sambal oelek (Indonesian red chile paste)

1 teaspoon fish sauce

1 teaspoon Worcestershire sauce

½ roasted red pepper, chopped

1 tablespoon water

1 tablespoon cornstarch
